Review: Gov. Mike Beebe's plan to raise taxes on cigarettes and other forms of tobacco by $86 million a year narrowly escaped an Arkansas Senate committee on Wednesday and was sent to the Senate for a vote, perhaps as early as today.
Under the governor's plan, the funds would finance a trauma-care system and 22 other health-related programs.
The current state cigarette tax is 59 cents per pack. Beebe's bill would add 56 cents to that. The federal tax will soon increase to $1.01 per pack after President Barack Obama signed a 62-cent increase into law last week.
The Revenue and Taxation Committee's 5-2 vote recommended that the Senate approve House Bill 1204, prompting the measure's supporters to step up their efforts to nail down the 27 favorable votes required to pass the bill in the 35-member Senate.

There were still plenty of active opponents and denouncers of tobacco. One of the most distinguished was the great Duke of Wellington, who abominated smoking, and was annoyed by the increase of cigar-smoking among officers of the army. In the early 'forties he issued a General Order (No. 577) which contained a paragraph that would have delighted the heart of King James I. It ran thus: "The Commander-in-Chief has been informed, that the practice of smoking, by the use of pipes, cigars, or cheroots, has become prevalent among the Officers of the Army, which is not only in itself a species of intoxication occasioned by the fumes of tobacco, but, undoubtedly, occasions drinking and tippling by those who acquire the habit; and he intreats the Officers commanding Regiments to prevent smoking in the Mess Rooms of their several Regiments, and in the adjoining apartments, and to discourage the practice among the Officers of Junior Rank in their Regiments."

Pipes were (and are) still looked at askance in many places where the smoking of cigars and cigarettes is freely allowed, and fashion frowned on the pipe in street or Park.
